Vancouver police blames RCMP for failing to catch serial killer Pickton

Vancouver deputy police chief Doug Lepard is on the stand at the Pickton inquiry.

The inquiry is resuming after a one-week break and Lepard is being cross-examined by lawyers representing the families of victims of serial killer Robert Pickton.

On Monday, Lepard pinned the blame for failures to catch Pickton on another police force.
