Why is the once formidable Métis National Council apparently falling apart?

The Métis National Council was formed in 1983 after separating from the Native Council of Canada. Now the MNC itself is breaking apart with the departure of the Manitoba Métis Federation two years ago and the Métis Nation–Saskatchewan just last week.
