The inquiry resumed Wednesday in Winnipeg into the death of five year-old Phoenix Sinclair.

A Manitoba social worker told the inquiry he had doubts about the girl’s mother Samantha Keematch. Keematch and her boyfriend beat Phoenix to death in 2004.

The inquiry is examining how child welfare failed to protect the girl.

But it has been delayed by repeated legal challenges.
