A Manitoba review board is expected to decide soon whether to grant special privileges to Vincent Li.

Li was found not criminally responsible after beheading and cannibalizing Tim McLean, 22, on a Greyhound bus in July 2008.

Since McLean’s death his mother Carol Dedelley has been trying to raise awareness and wants changes made to the justice system.

  1. how can he be not responsible since he brought the weapons (sharp weapons) with him. he planned this when he was lucid, probably stirred himself into a frenzy and committed the murder.
