Family of Phoenix Sinclair say system hasn’t changed since her death

The woman who raised Phoenix Sinclair says nothing has changed in the child welfare system since the five-year-old’s death.

Sinclair was murdered by her mother, Samantha Kematch, and her mother’s boyfriend, Karl McKay.

Both have been convicted of first-degree murder.

The Manitoba government announced plans to move forward with more of the recommendations that came out of an inquiry into the little girl’s death.

But as APTN’s Dennis Ward reports, some feel foster care continues to move backwards.
